What it means
Every possible mix of assets can be plotted by its expected return and by how much its value bounces around, usually measured as standard deviation. Most of those mixes are inefficient, because some other combination offers either more return for the same risk or the same return for less risk.
The reason the curve bends is diversification. When two assets do not move perfectly in step, combining them cancels out part of the variation, so a blend can be less risky than the safer of its ingredients in some cases.
For a business or an investment committee, the frontier is a discipline rather than a precise map. It forces the question of whether a proposed allocation is genuinely the best available at the chosen risk level, or simply the mix everyone has grown used to.
Building one requires three inputs for every asset: expected return, expected volatility, and how each pair of assets moves together. Small changes in those estimates can move the curve noticeably, which is why practitioners constrain the results with sensible limits rather than following the maths blindly.
Adding a risk-free asset such as short-dated government debt changes the picture again. The best portfolios then sit on a straight line running from the risk-free rate to a single point on the curve, which is the idea underneath the capital asset pricing model.

Expected return is 0.6 x 9 + 0.4 x 4 = 5.4 + 1.6 = 7.0%. Variance is 0.36 x 0.0324 + 0.16 x 0.0036 = 0.011664 + 0.000576 = 0.01224, and the square root gives volatility of about 11.1%, which is well below the 13.2% you would get by simply averaging the two volatilities.Case study

Northbank Foundation is an invented charity used here as an illustrative case. Its $60,000,000 endowment had been built up piece by piece over two decades, with new managers appointed whenever a trustee liked a pitch.
A review plotted the combined portfolio against an efficient frontier constructed from the asset classes the foundation was allowed to hold. The existing mix offered an expected return of about 6.2% with volatility of 13%, while a point on the frontier at the same volatility offered roughly 7.1%. The shortfall came from heavy overlap between four equity funds and almost no exposure to assets that behaved differently.
The trustees rebalanced towards the frontier point, cut the number of managers from nine to five, and set an annual review. They were careful to record that the frontier depended on estimates that would change, so the target was treated as a direction of travel rather than a precise instruction.
