What it means
A company can have a valid commercial licence yet still need an establishment registration for immigration services, and the card ties the legal entity's details to the authority's system. The route depends on the emirate, free-zone authority and kind of organisation, so check the relevant government service page before applying.
The UAE Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) describes an electronic card showing trade name, licence number, partners and activity, and its service page requires a valid trade licence and an authorised signatory's Emirates ID or unified number for the private-sector route. A free-zone company may need to apply through its own free-zone authority rather than directly through a general portal, as the ICP page says that requests for companies under a free-zone authority go through that authority.
Dubai also has GDRFA establishment-card services, so do not use an ICP form simply because another company did. Requirements vary by category.
The card is not the same document as the trade licence: the licence concerns permission to carry on stated business activities, while the establishment record is used for identity and immigration-related processes. Both may need renewal and consistent data, and one current document does not fix a lapsed or incorrect other record.
Compare names, licence number and activity before submission, because a mismatch can delay applications for staff and require an amendment rather than another new card. Prepare legal-name and ownership documents carefully, as the service may request a trade licence, memorandum for partnerships and signatory authorisation.
Only authorised people should access the business's immigration account, so keep signatory records current when a director or manager changes. A former employee who still controls the portal can create operational and security risk, and the formal amendment service should be used for trade-name, ownership or partner changes when required.
The employer should keep a calendar and a secure compliance register recording the card number, issuer, expiry and responsible owner, since renewal may require a valid underlying licence. If the entity is inactive or closing, an appropriate cancellation route may apply rather than indefinite renewal, after checking any outstanding sponsored workers.
Visa and work-permit processes have more steps, because a visa quota, labour approval, job eligibility and employee documents can still be needed, so do not promise a start date solely because the card has been issued. Cost depends on the channel, category and current fees, and ICP's page lists application, yearly issuance, smart-service and system-subscription charges for a shown route, with possible guarantees for some entities.
Do not repeat those as a single universal price, and verify the live fee summary before budgeting or paying. The same caution applies to processing time, because a published duration can assume a complete application, and missing signatory authorisation or an inconsistent licence can make the real timeline longer.
In practice
Real-world examples.
Example
A new mainland company gets its trade licence, confirms signatory documents and applies through the relevant ICP route for an establishment card. The compliance lead records the card number and expiry in the company's register. Only then does the firm begin planning its first hire.
Example
A free-zone company follows its authority's application channel rather than submitting the same form used by a mainland firm. The free-zone office confirms the documents it needs. The company avoids a rejected application and the delay that follows.
Example
After a partner change, the compliance lead checks whether the card data need a formal amendment before applying for another worker's permit. The amendment is filed first so the records match. The permit application then proceeds without a mismatch.
Formula
Calculation
Days remaining = Card expiry date - Review date, using the authority's displayed dates and local calendar.
Worked example. A fictional company's card expires on 30 June and the compliance officer reviews it on 16 May.
- Days remaining = 15 days left in May after the 16th + 30 days in June = 45 days.
- With 45 days remaining, the officer begins a requirements check now: licence validity, signatory documents and any amendments.
- If the licence itself expires in 20 days, the licence renewal comes first, since the card renewal may depend on it.
There is no universal rule such as renewing exactly 45 days early; confirm the route and lead time with the issuing authority.Case study
Seen in the real world.
This illustrative and entirely fictional case follows Eastbay Services, an invented UAE company. It planned to hire a technician and found that its establishment card expired in 45 days. Its compliance officer verified the issuing authority, current licence, authorised signatory and renewal documents. The officer submitted through the correct channel and kept the application reference, then separately checked the work-permit process for the technician. The case illustrates preparation, not a guarantee of approval or a universal fee and timeline.
Eastbay's managers had assumed that a current trade licence meant everything was in order. The review showed that the signatory listed in the system had left the company, so the firm first updated the authorisation and then renewed the card. The technician's start date was set only after the work-permit steps were confirmed. Afterwards, Eastbay added the card expiry, the licence expiry and the named signatory to a compliance calendar with reminders well before each date. The illustrative lesson is that a small register and a named owner prevent a last-minute scramble.
Watch out
Common mistakes.
- Treating a current trade licence as proof that the immigration establishment record is active and accurate.
- Assuming issuance of the card guarantees a worker's visa, quota or work-permit approval.
- Following another emirate's or free zone's application route without checking the entity's actual issuing authority.
Questions
People also ask.
What is an establishment card?
It records company details with an identity and immigration authority for establishment services. It is not the trade licence itself.
Who handles the application?
ICP and Dubai GDRFA publish routes, and free-zone companies may need to apply through their respective authority. Check the entity's actual jurisdiction.
What if it expires?
Follow the issuing authority's renewal route promptly, because services that depend on the card may be held up until the record is current. The card is one part of the employer's records; worker permits and visas have separate eligibility and approval steps.
