Fill rate belongs to a family of service level measures that operations teams and finance teams watch together. It answers a blunt question: of everything customers asked for, how much did we supply without making them wait?
The reason finance cares is that a missed unit is usually a missed sale. Low fill rates quietly drain revenue, invite penalty clauses from large retail customers and push buyers towards competitors who can ship today.
High fill rates, on the other hand, are expensive to sustain because they require holding more stock than you strictly need. There are three common versions of the measure, and confusing them causes most of the arguments.
Unit fill rate looks at units shipped against units ordered, line fill rate looks at how many order lines were complete, and order fill rate is the strictest because an order only counts if every line was shipped in full. A business can report 97% on units and 82% on whole orders from exactly the same shipping data.
The metric is normally calculated over a period rather than a single order, so a monthly or weekly fill rate is the standard reporting unit. Most companies also decide up front whether a late shipment counts as filled once it eventually goes out, or whether only same-cycle shipments count.
Writing that definition down matters more than the number itself, because otherwise the figure drifts each time someone new builds the report. The nuance people miss is that fill rate is a trade-off dial, not a score to be pushed to 100%.
Every extra percentage point above roughly 95% tends to cost disproportionately more safety stock, and that stock ties up cash and risks obsolescence. Well-run businesses set different targets for different product tiers rather than chasing one company-wide number.

Say a components distributor received orders for 12,500 units of a fastener during March, and shipped 11,875 of them from stock within the promised window. The remaining 625 units went on backorder because a supplier delivery arrived late.
Fill Rate = (11,875 / 12,500) x 100 = 0.95 x 100 = 95%
If the average selling price is $8 per unit, the 625 unfilled units represent 625 x $8 = $5,000 of revenue pushed into the next period or lost entirely. Northbridge Ceramics is an illustrative, fictional maker of tiles and bathroom fittings selling through builders' merchants. For two years it reported a fill rate of 96% and treated the number as settled, until a large merchant group threatened to drop three product lines over repeated part-deliveries.
When the finance director looked into it, she found that the reported figure counted any shipment made within thirty days as filled, which flattered the result badly. Recalculated on the merchant's own definition of complete and on time, the true figure was 79%. The gap sat almost entirely in twelve slow-moving decorative lines that the warehouse only reordered once stock hit zero.
Northbridge split its catalogue into three tiers, holding six weeks of cover on the top sellers, three weeks on the middle tier and moving the slowest lines to made-to-order with an honest lead time. - Setting a single company-wide target of 99% and then wondering why working capital has ballooned, since the last few percentage points are always the most expensive to buy.
