In-Country Value Program

The UAE National In-Country Value (ICV) Program is a government initiative that aims to direct more procurement and investment into the UAE economy. Participating suppliers can obtain a certificate reflecting their performance under the applicable formula. The score is more than a simple local-spend percentage, and its effect in a tender depends on the buyer's rules.

What it means

A facilities contractor bidding for a participating organisation's work may be asked for an ICV certificate alongside its technical and price offer, and the certificate helps buyers assess local economic contribution without overriding quality, compliance or the tender's other criteria. The Ministry of Industry and Advanced Technology says the program was launched under the Projects of the 50 and spans industrial and service procurement.

Its certification page describes an application, selected audit firm, documentation and field audit, and the current formula page is the place to check applicable components rather than assuming an old weighting. Identify the tender first, because not every buyer scores ICV in the same way, so read the actual procurement documents for eligibility, weighting and required certificate date.

Check entity identity, since the bidding legal entity should match the certificate and financial statements and a group company certificate may not substitute automatically. Understand the formula too: local purchases, investment, workforce and other factors may affect the score under the relevant version, so do not present local spend share as the certificate score.

MoIAT publishes formula material for manufacturers and service providers separately, and classification can change which data are relevant. The service lists audited financial statements and a current business licence among requirements, so check the specific period and permitted alternatives under current rules and ensure names and activities are consistent across documents.

Choose an approved audit firm, since the service describes selection of an audit firm and field audit, and confirm scope, fee and timetable before tender deadlines. Prepare procurement data, because supplier invoices and classifications support reported local spending and a UAE address on an invoice alone may not establish the formula's treatment.

Emirati employment can be a program objective, but eligibility and measurement follow official rules, so avoid counting unsupported roles, and capital expenditure and assets may affect scores under applicable formulas, so keep records of location, ownership and timing. MoIAT says its formula includes an Industrial Technology Transformation Index-related bonus, so check current applicability rather than assuming every firm qualifies.

Avoid gaming, because moving spending on paper without genuine local value can undermine the program and audit, so focus on real operational choices. A high ICV certificate may help a bid, but price, capability and contract terms still matter and no award is guaranteed.

Plan lead time, since document gathering, audit and certificate issuance may take longer than expected, and check certificate validity because an expired certificate may not meet tender rules, so verify the issued document rather than relying on last year's file. More local sourcing can support the score if it meets formula requirements, but compare cost, quality and supply risk before changing vendors, and review local supplier claims because a vendor's own ICV status may affect your calculation under specific rules.

Emiratisation obligations, trade licences and the ICV Program are distinct, and a certificate confirms a scored review for a period, not that every purchase or employment claim will remain current forever. Reconcile dates with the tender's requested financial year, assign one coordinator across finance, procurement and HR, monitor MoIAT's current guidance and say 'certified ICV score' only when a valid certificate exists, because for owners ICV is both a procurement signal and an operational measure of local value.

Calculation

Illustrative local-spend share = defined qualifying local spend / total defined spend x 100. Six million dollars of ten million gives $6,000,000 / $10,000,000 x 100 = 60%. This is not the official ICV score; the current MoIAT formula uses additional rules and components. Suppose a contractor shifts $1 million of purchases to qualifying local suppliers without changing total spend. Its illustrative local-spend share becomes $7,000,000 / $10,000,000 x 100 = 70%. The official score could move by a different amount, and the new suppliers' prices, quality and reliability must be weighed against any benefit.

Seen in the real world.

Entirely fictional case: Palm Facilities prepared for a government-sector tender. It checked the procurement criteria, compiled audited records and applied for certification through the official process. The case does not assume a higher score or a contract award from changing suppliers. The company assigned one coordinator to gather invoices, workforce records and investment evidence from finance, procurement and HR, and resolved naming differences between its licence and its accounts before the audit. When the certificate arrived, the bid team checked its validity date against the tender requirements.
