Technology spending is awkward to assess in isolation because a $4,000,000 budget is enormous for one company and trivial for another. Expressing it as a ratio fixes that by anchoring the number to something meaningful, most commonly revenue.
The ratio bundles together hardware, software licences, cloud services, telecoms, internal technology salaries and outsourced support. The ratio matters because technology is one of the few cost categories that can quietly grow without anyone deciding it should.
Cloud subscriptions renew automatically, teams buy their own tools, and legacy systems keep running long after their users left. A ratio tracked quarterly makes that drift visible in a way that an absolute budget number does not.
Calculating it well is mostly a definitional exercise. Decide once whether the numerator includes capitalised software development and depreciation of technology assets, whether it includes technology staff costs, and whether the denominator is revenue or operating expenses, then apply that definition consistently.
Comparisons across companies are only meaningful if both sides define the boundary the same way, which is often not the case. Interpretation requires judgement rather than a universal target.
Technology-intensive industries such as banking, insurance and software commonly run high single-digit or even double-digit percentages of revenue, while distribution, construction and hospitality typically sit far lower. A ratio well below peers can signal efficiency or dangerous underinvestment, and only the underlying detail will tell you which.
The most useful refinement is to split the ratio between running the business and changing it. Spending that keeps existing systems alive is essentially maintenance, while spending on new capability is investment, and a ratio that looks healthy overall can hide the fact that almost none of it is going into anything new.

Cavendish Brook Logistics is a fictional freight and warehousing group used here as an illustrative example. Its board asked a simple question at a strategy day: are we spending too much on technology, or not enough?
Nobody could answer, because technology costs sat in six different departmental budgets. Once the finance team pulled them together, total spend came to $2,800,000 against revenue of $80,000,000, a ratio of 3.5%, of which roughly $2,380,000 or 85% was maintenance of a warehouse system first installed fifteen years earlier.
The board did not cut the budget. It approved a two-year replacement plan that temporarily pushed the ratio to 4.6% before settling back to 3.2%, with the maintenance share falling to about 60%. The illustrative lesson is that the headline ratio was never the interesting number; the split between keeping the lights on and building something new was.
Watch out
Common mistakes.
- Comparing your ratio to a published benchmark without checking definitions. If the benchmark excludes technology salaries and yours includes them, the comparison is meaningless.
- Treating a low ratio as automatically good. Chronic underinvestment produces a flattering percentage today and an expensive, urgent replacement project later.
- Measuring only against revenue in a year when revenue moves sharply. A revenue fall can push the ratio up even though technology spending did not change at all, so always look at the absolute figure alongside the percentage.
