Start with the legal form, because a sole establishment, civil company and branch are not interchangeable and their licensing documents and rules can differ. Historically, foreign businesses in the UAE were often told they needed a UAE national sponsor or agent, but that advice is now too broad.
The UAE Ministry of Economy says the Commercial Companies Law does not require foreign companies opening a UAE branch to have a local national sponsor or agent, and the federal government also describes removal of the branch-agent obligation. A separate government guide to mainland setup still discusses an LSA agreement for certain business legal forms and lists circumstances involving wholly foreign-owned civil establishments and companies.
For a new foreign branch, avoid stating that national service-agent appointment is mandatory, since the Ministry's current public explanation says otherwise. For another legal form, avoid stating that it can never be needed, because a specific current licensing decision is the right checkpoint.
Ask the licensing authority about the specific licence, since rules can depend on the emirate, the activity and approvals from other regulators. Do not pay an agent merely because an old checklist says every foreigner needs one.
The practical question is what your actual licence and authority require today, which is separate from what an agent might help with voluntarily. The service agreement matters: it should say what the agent is engaged to do, the fee, duration, authority and process for ending the arrangement.
Administrative support may include dealing with government offices, submitting papers or facilitating renewals within the permitted scope, which differs from the owner making commercial decisions. Check signing authority by identifying precisely which documents the agent may sign and how approval is recorded, and check immigration tasks separately because visa and labour processes can involve different ministries, employer responsibilities and authorisations.
Do not confuse an LSA with a shareholder, because an agent does not automatically own equity or receive a share of profit merely by being named as an LSA. Do not confuse the role with a sales representative either, as a commercial agent who sells or distributes goods can be governed by different arrangements and laws.
Keep ownership documents distinct, so that the trade licence, incorporation records and service agreement each show their own roles. Budget for the agreement, since a fee may be fixed, periodic or negotiated, and price the full licensing plan, not simply the agent fee.
Review renewal terms, the notice period and what happens to pending applications if the agent changes, check whether the agent has conflicts through other clients, and review how reform affects any old contract before termination or replacement, because the business may need to update registration records. This is a UAE-specific concept, as other countries may use resident directors, registered agents or local representatives that are not automatically equivalent roles, and a qualified local adviser should handle a disputed case because a glossary cannot determine an individual company's live eligibility or contract rights.

A useful budgeting identity is: first-year licensing cost = government licence fees + any agreed agent fee + other regulator approvals + registration and office costs.
Using invented figures only, a business budgets $5,000 for licence fees, $1,200 for an agent fee, $800 for other approvals and $2,000 for registration and office costs. The total is $5,000 + $1,200 + $800 + $2,000 = $9,000, and the agent fee is $1,200 / $9,000 x 100, about 13%, of that total.
