What it means
A dealer buying privately receives no VAT invoice for that sale, and the scheme addresses potential tax cascading only for qualifying transactions. There is a critical history test: the goods must previously have been subject to VAT.
The dealer must obtain and keep supporting evidence, such as the invoice showing VAT when a private seller originally bought the item, and goods acquired before UAE VAT began in 2018 may fail this test. The usual qualifying acquisition is from a non-registrant or another taxable seller who applied the scheme, while a separate route may cover goods whose input-tax recovery was blocked by Article 53 of the UAE VAT Executive Regulation.
Check the exact facts before putting an item into margin-scheme stock. The scheme does not apply to an eligible good the reseller itself imported into the UAE, according to the guide; import VAT may instead be recoverable under ordinary rules, with VAT charged on the full resale value, and an item's used condition alone does not override that distinction.
The choice can be made per qualifying supply. Prior approval is not needed, but the business must indicate the scheme on its VAT return and satisfy records and invoicing rules.
For each item, the purchase price includes the price paid and relevant costs incurred to acquire it, while the selling price includes consideration for the item and certain directly linked ancillary supplies. A separately supplied extended warranty follows the usual VAT rules rather than automatically joining the margin.
The margin is VAT-inclusive, so at the UAE's 5% rate the VAT fraction is 5/105 of a positive qualifying margin. A AED 10,400 margin therefore contains AED 495.24 VAT; applying 5% to AED 10,400 would overstate the scheme tax.
Do not net an item sold at a loss against another item's gain. The FTA guide shows no output tax on a zero or negative margin for that item, but losses cannot offset the taxable margins on profitable items.
Keep the item-level calculation, not only a period-level total. Keep an item-level stock book, purchase documents and proof of prior VAT; for purchases from non-registrants, the reseller creates the specified purchase invoice.
These records should be gathered when buying, not months later at return time, because if the reseller cannot prove that an eligible good was previously subject to VAT, the FTA says the margin scheme does not apply and VAT is due on the full taxable supply. For a manager, the scheme is not a blanket VAT discount for second-hand trade: it requires evidence, correct invoicing and return reporting, and missing evidence can leave full-value VAT due.

Seen in the real world.
This entirely fictional example concerns Desert Motors, an invented UAE used-car dealer. It initially treated every car bought privately as eligible, but some files lacked evidence that the vehicles had previously been subject to VAT. Its adviser separated supported cars from unsupported and imported stock before filing. For qualifying cars, the dealer kept item-level purchase records, gave correctly worded invoices and reported the election in its VAT return.
The case illustrates the control, not a finding that any actual business qualifies. In a later review, the invented dealer found two cars bought from a private seller who could offer only a handwritten receipt. Those cars were taken out of the scheme and treated under the ordinary VAT rules, so VAT was calculated on the full selling price. The finance manager now asks for proof of prior VAT before any private purchase is approved, and treats a missing document as a reason to renegotiate the price or walk away.
