What it means
The two words that carry the meaning are "gross" and "real-time". Gross means every payment moves on its own rather than being netted against payments going the other way, and real-time means settlement happens continuously through the day instead of in an end-of-day batch.
Together they produce immediate, irrevocable finality. This matters because it removes a specific danger called settlement risk: the possibility that a bank accepts an incoming payment as good, lends against it, and then discovers the sending bank has failed before the money actually moved.
In a batch system that exposure can sit open for hours, and in a crisis those hours are exactly when a failure happens. RTGS closes the window to seconds.
The cost of that safety is liquidity. Because nothing is netted, a bank must have the full amount sitting in its central bank account at the instant it sends, which can mean holding far more cash through the day than its net position requires.
Central banks soften this with intraday credit, queuing arrangements that hold payments until funds arrive, and periodic offsetting routines that clear gridlock when several banks are each waiting on the others. Most countries run one RTGS system operated by the central bank, and it usually sits at the top of a hierarchy: retail payments are netted and then settled between banks across the RTGS system in a small number of large transfers.
Access has traditionally been limited to banks, though several countries now admit payment firms directly. The contrast to draw is with deferred net settlement, where payments accumulate and only the net differences move at set times.
Deferred netting is far cheaper in liquidity terms but leaves credit exposure open between settlement points, so systems typically use RTGS for large-value payments and netting for high-volume retail traffic.

A buyer completing a $3,200,000 commercial property purchase needs certainty that funds have truly arrived before keys change hands. The conveyancing solicitor sends the money through the RTGS system so the seller's bank receives final, irreversible funds within minutes.

There is no single formula, but the liquidity effect can be sized directly. Gross liquidity required = Sum of all outgoing payments. Net liquidity required = Outgoing payments - Incoming payments.
Suppose Bank A must send $400,000,000 to Bank B during the morning, and Bank B must send $350,000,000 back to Bank A over the same period.
Under gross settlement, Bank A needs the full $400,000,000 in its central bank account when it sends, because the incoming $350,000,000 cannot be assumed to arrive first. Under a netting arrangement, only $400,000,000 - $350,000,000 = $50,000,000 would ever change hands.
The extra liquidity RTGS demands is $400,000,000 - $50,000,000 = $350,000,000. If Bank A must hold that additional balance for six hours, which is a quarter of a day, and its funding cost is 5% a year, the cost is $350,000,000 x 0.05 x (0.25 / 365) = $17,500,000 x 0.25 / 365 = $4,375,000 / 365 = about $11,986.

Meridian Clearing Bank is an illustrative, fictional mid-sized bank used to show how RTGS liquidity management works in practice. Its payments team had a habit of releasing almost all outgoing transfers before 10am, which was tidy but meant the bank needed a very large central bank balance early each day.
In the fictional review, the treasury team measured peak intraday liquidity at around $620,000,000 while the bank's net position by end of day averaged only $45,000,000. Nearly all of the difference existed purely because of the timing of outgoing payments relative to incoming ones.
By moving non-urgent payments into the system's queue and releasing them as incoming funds arrived, Meridian cut its peak requirement to roughly $380,000,000 without a single payment settling late. The illustrative saving, at a 5% funding cost, was worth several million dollars a year, and the change cost nothing but better scheduling.
Watch out
Common mistakes.
- Assuming RTGS means fast for consumers. It is fast between banks, but the customer experience depends on how each bank credits its own account holders and on cut-off times.
- Thinking an RTGS payment can be recalled. Settlement is final; recovering a misdirected payment depends on the goodwill of the receiving customer, not on a system reversal.
- Treating netting as simply better because it needs less cash. Netting leaves credit exposure open between cycles, which is precisely the risk RTGS was built to remove.
