What it means
A distributor pays input VAT on stock before selling much of it, so its return may show more recoverable input tax than output tax for the period, and the excess can become a tax-account credit subject to the authority's rules and review. Input tax is not automatically recoverable just because a supplier charged VAT: the purchase must meet recovery rules, have the required evidence and relate to eligible business activity, and exempt activity, blocked expenses and incorrect invoices can reduce the claim.
Output tax is the VAT the business owes on its taxable supplies, adjusted under the applicable rules, so calculate both sides for the correct return period and do not mix a cash receipt from a prior month with an invoice belonging to a later period without checking tax-point rules. For an illustrative return, AED 80,000 of recoverable input tax less AED 30,000 of output tax produces AED 50,000 of excess credit.
That arithmetic does not certify a refund, because the FTA may offset other amounts, request support or apply conditions before paying. The UAE Federal Tax Authority (FTA) says a taxable person in a net refundable position may claim a refund through an online EmaraTax application with supporting evidence, and a tax return showing a credit and a separate refund request are different steps.
The FTA's EmaraTax information says eligible credit balances across multiple tax periods can be included in one consolidated refund request for each tax type, which can help a company with several credit periods, but each balance still needs a defensible reconciliation. A business can also choose to leave a credit on its tax account where allowed for later liabilities, so finance should compare a refund request with upcoming VAT payments and cash needs.
A carried balance is an asset on the books, not an immediately available bank balance. Check the ledger against filed returns before applying, comparing supplier invoices, credit notes, import records and payment records where relevant, and investigate duplicate claims and missing invoices before they become an FTA query.
Refund timing is uncertain, so avoid budgeting the repayment as cash on a fixed date unless the authority has confirmed it. Keep enough working capital for payroll, suppliers and other taxes while a claim is reviewed.
Where a business makes both taxable and exempt supplies, input tax apportionment may be needed, and the headline difference between purchase VAT and sales VAT can overstate recoverable credit, so check the allocation method and any annual adjustment. Exports or zero-rated sales may produce repeated refundable positions because output VAT is low while eligible input VAT is incurred, but confirm the zero-rating evidence and recovery rules before forecasting steady refunds, as a rate label by itself does not prove eligibility.
The FTA also lists tourist and foreign-business refund schemes, which should not be described as the same process as a registered company's excess input tax. A retailer's tourist sale and a registrant's refund application have different roles.
For an owner, the practical sequence is to calculate the eligible credit, verify invoices and allocations, choose whether to carry or claim it, submit the evidence and monitor the tax account, treating the refund as potential cash until it is approved and paid.
